Understanding where system change can make the greatest difference for priority populations
WCMICS, in partnership with Peter MacCallum Cancer Centre, undertook a two-phase project to identify where system-level action could have the greatest impact on equity across cancer care and translate these findings into practical action.
The project developed a structured, evidence-informed approach to assessing 12 priority populations identified in the Victorian Cancer Plan, considering population data, the severity of inequities, existing service responses and opportunities for system improvement. This identified three initial priority populations: people experiencing socioeconomic disadvantage or financial toxicity, people experiencing emotional or psychological distress, and people from regional and rural communities.
Consumer and stakeholder insights then informed the development of Peter Mac’s Diversity, Equity and Inclusion Action Plan, supported by an implementation plan, equity measures and governance arrangements. The work provides a foundation for a phased approach to improving equitable, patient-centred care, while recognising that all priority populations require attention through new approaches, strengthened services or existing programs.
The project reinforces the importance of embedding equity into cancer service design and delivery, rather than treating it as a standalone initiative.
